E-choppers with a top speed of 45 km/h fall under vehicle class L1e-B – light two-wheel motor vehicles – in Germany. The following driving licenses are valid for this class:

Many people think: It looks like a motorcycle, so I need a motorcycle license. That is wrong. What matters is not the appearance – but the technical classification and the top speed.
An e-chopper with 45 km/h is legally a light motor vehicle of class L1e-B – comparable to a powerful e-scooter. For this class, Class AM or B is entirely sufficient.
From what age can I ride an e-chopper?
That depends on the driving license:
- From 16 years – with Class AM driving license
- From 18 years – with Class B driving license (car driving license)
- Under 16 years – not permitted on public roads
Important: There are no exceptions. Even on private property with access to public road traffic, a driving license is required.
What about Accompanied Driving from 17 (BF17)?
If you get your Class B driving license at 17 for Accompanied Driving (BF17), you are also allowed to ride an e-chopper – but only when accompanied by an authorized person, just like with a car.

How do I register my e-chopper?
Here's the good news: Registration is significantly easier than for a car or motorcycle.
Step 1 – Take out motor vehicle insurance
You need liability insurance for your vehicle. You can take this out completely online – with providers like ADAC, HUK24, Allianz, or specialized scooter insurers. The costs range between 40 and 80 € per year, depending on the provider and tariff.
Step 2 – Obtain an insurance license plate
After taking out insurance, you will receive an insurance license plate – the small black plate that you attach to the rear of the vehicle. It is valid annually and changes every year in March.
Step 3 – Drive off
That's it. No TÜV, no vehicle registration certificate, no registration office, no waiting. The entire process usually takes less than 30 minutes.
What does insurance for an e-chopper cost?
The insurance costs for an e-chopper are very manageable:
- Liability: approx. 40–80 € per year
- Partial comprehensive: approx. 80–150 € per year (recommended for higher-quality models)
- Full comprehensive: approx. 150–300 € per year

Do I need a helmet?
